Lebowitz and his staff instruct employers in how to run classified ads with the goal of NOT finding any qualified applicants, and the steps to go through to disqualify even the most qualified Americans in order to secure H-1b visas for immigrants classified as “skilled workers.” H-1B visa holders typically perform well paying jobs at a fraction of what an American citizen earns for the same work. The largest employer of H-1B visa holders work is the technology field, despite a high unemployment rate among American citizens with college degrees in this field. 20% of American computer programmers can not find work.

Almost a third of 2006 H-1B Visa were given to people from India. Another third were given to people from China, Philippines, and Vietnam.

Between 65,000 – 135,000 H-1B visas are given out per year. However, the McCain-Kennedy-Bush Amnesty bill threatens to raise that to 180,000. H-1B visa holders officially get to stay for six years, but many stay longer or permanently.

Microsoft is the largest employer of H-1B visa holders. Despite large scale outsourcing of American jobs overseas and the importing of H-1B visa holders, most would argue that Microsoft has not passed any of it’s savings on to the American consumers.
