Dylann Storm Roof was arrested while casing Columbia mall twice
There is a large amount of circumstantial evidence that suggests Dylan Storm Roof originally planned to go on a shooting spree at the Columbiana Centre mall in Columbia, SC.
On February 28, 2015, mall security called police about a man wearing all black. Workers at The Shoe Dept. and Bath and Body Works told security that Roof asked questions about store security and how many employees they had. Police found Suboxone, a schedule III narcotic on Roof.
Roof was arrested later that day and charged with felony possession of multiple drugs. The court records show that he was listed for meth, LSD, and cocaine. It is unclear what the B and C stand for. Friends of the perpetrator say he was on Xanax and other drugs.
Then on April 26th, he was arrested for trespassing at the mall. In fact he was allegedly on the roof of the building.
It seems that Roof simply wanted to kill lots of people. He may have thought that he would be more famous if he targeted blacks only, instead of targeting a more diverse population group at the mall.
